Battle Flow & Turn Meter

Overview of Battle Flow

1. Turn Meter Gain
Each character's Turn Meter starts at 0% at the beginning of combat. Speed determines how much of the Turn Meter is filled per unit of time (or per "tick" in the game's internal logic). Characters with higher Speed fill their Turn Meters faster, meaning they reach 100% (and get their turn) sooner than slower characters.
Example:
If Character A has a Speed of 100 and Character B has a Speed of 50, Character A will act twice as often as Character B because their Turn Meter fills twice as fast.

2. Flow of Turns
The combat system is deterministic, meaning the order of turns is predictable based on Speed and Turn Meter progress. Faster characters can "lap" slower ones, meaning they may act multiple times before slower characters get a single turn. This creates a dynamic flow where Speed not only determines turn order but also how often a character can act relative to others.
